[Isocops] IBEX Orbit# 134 v003 ATS (27 July 11 - 5 Aug 11)

I approve IBEX_2011_208_o0134a_v003.
 
Please note:
1) o134 STF has a different perigee maneuver window than the forecast STF (~21min later). Forecast STF window used to create OEF (this is proper process). Results in maneuver being executed ~21min prior to o134 STF maneuver window opens.
2) Unless needed for the Star Tracker Image Dump, the 8/5 0330 pass will be cancelled. Ok to upload.
3) Moderate eclipse on the ascending leg. Ryan confirms Ok to operate through. Battery cells should stay above 3.70V. Apogee maneuver 2 days after eclipse exit. Ok.

   Here is V003 of the ATS.
The new version includes a post eclipse contact on 29 July 11 @ 0730 UTC
I have scheduled the contact for an hour but will be ended earlier if the spacecraft is nominal
