[Isocops] IBEX Orbit# 134 v002 ATS (27 July 11 - 5 Aug 11)

Tim,

This should be a fairly benign moderate eclipse - it's not as severe as the
one we saw last year:

Here's the predicted cell voltages over the course of the eclipse when
continuing to operate normally:

I'll check again with the latest ephemeris (once an STK license becomes
available), but it appears that we can operate through this eclipse with
plenty of margin to the 3.6V load shed threshold without taking any action,
getting down to 3.78V. (By the way, this is why we did not assign any rote
actions to a moderate eclipse, because sometimes, depending on the
specifics of that eclipse, we wouldn't have to do anything.)

   I think we need a new plan to cover the eclipse on the 29th. The ATS
shows us collecting science.
