o132 Battery Cell Balancing:

1.     Verify charging cycle (Long eclipse flag=TRUE)  is 90 minutes
long  C. Reno

2.     Verify the first command sets the long eclipse flag to TRUE, the
second command sets the flag to FALSE.    C. Reno

3.     Verify P/L is in HVSTANDBY or HVENG   C. Reno

4.     Verify no charging cycle within 2 hours of ASCENDING or DECENDING
macro execution

Cycle 7 ends 1h29m before ASCENDING. Cycle should be shortened so FALSE
$TIME=2011/07:18:18:59:00 or removed.

     LE Flag FALSE  $TIME=2011/07:18:19:30:00

     ASCENDING_PL1 $TIME=2011/07:18:20:59:17

5.     Verify no charging cycle within 1 hour of maneuver 

We can leave Cycle 3. The thruster Enable command is 1h5m after the end
of the charging cycle

     LE Flag FALSE  $TIME=2011/07:18:07:30:00

      Thrust ENABLE $TIME=2011/07:18:08:35:40

      Thrust DISABLE $TIME=2011/07:18:08:50:40

6.     Verify no charging cycle during an eclipse

No eclipse

Gain Test Commands loads for IBEX Hi and Lo will be generated and sent
out once the final STF's have been approved.
