[Isocops] IBEX Orbit# 111 ATS - approve

All,
I have looked at the Orbit 111 ATS v001
(IBEX_2011_026_00_00_v001.txt) and I approve.
The standard "PL mode unknown at the beginning" constraint
violation is the only one.
The PL commands in the ATS v001 match the STF v002 file
(IBEX_2011_026_15_18_v002.stf) per Ken's script (thanks!).
PL ascending operations make sense WRT 15 Re ascending and
descending times.
Moon in -Lo FOV PMT setback commands are concentric with the
Forecast OEF MoonInLoFOV time and inside of it by 4 hours on each
end; this is normal.
Ground station times match S/C times for all 4 contacts.
Battery cell balancing is > 1 hour after burn (good). It is
within 18 minutes after a downlink, but I think that's needed because
it's constrained by eclipse time.
The sun-pointing maneuver is inertial burn. Ibex_rotate says
we are pointing in safe directions at burn time, at the following 15
Re ascending, and at the following 15 Re descending:
