[Isocops] IBEX Orbit# 110 ATS - approve

All,
	I have looked at the Orbit 110 ATS v003 
(IBEX_2011_018_00_00_v003.txt) and I approve.

	The standard "PL mode unknown at the beginning" constraint 
violation is the only one.

	The PL commands in the ATS v001 match the STF v002 file 
(IBEX_2011_019_02_38_v002.stf) per Ken's script (thanks again, Ken!). 
ATS v001 and v003 only differ in filename line and the battery cell 
balancing commands, so the PL commands still match.

	PL ascending operations make sense WRT 15 Re ascending time. 
PL descending operations occur ~13.5 hours early wrt 15 Re 
descending; this is expected, due to the sun-pointing maneuver at the 
end of Orbit 109, and matches the STF.

	Ground station times match S/C times for all 4 contacts.

	Battery cell balancing is > 1 hour from anything and outside 
of eclipse time.

	The sun-pointing maneuver this orbit is back to an inertial 
burn. Ibex_rotate says we are pointing in safe directions at burn 
time, at the following 15 Re ascending, and at the following 15 Re 
descending:
