[Isocops] IBEX Sun Precession Maneuver v002 25 Feb 11

[Ibex Mission Operations]

Guys,
    Here is V002 of the Sun Precession Maneuver along with the ABS used in
generation.
The STX off command for the Blind_Acq contact will be uploaded as a single
command and has been omitted from V002
of the command load.
 The burn duration of the ABS has been extended to 1500.

Please review the attached ATS for comments/approval as soon as possible.
