[Isocops] IBEX Orbit# 116 ATS - approve

All,
	I have looked at the Orbit 116 ATS v001 
(IBEX_2011_064_00_00_v001.txt) and I approve.

	The standard "PL mode unknown at the beginning" constraint 
violation is the only one. I worry more about this now than I used to.

	The PL commands in the ATS v001 match the STF v001 file 
(IBEX_2011_064_21_59_v001.stf) per Ken's script.

	PL ascending and descending operations make sense WRT 15 Re 
ascending and descending times.

	Moon in -Lo FOV PMT setback commands are concentric with the 
Forecast OEF MoonInLoFOV time and inside of it by irregular amounts, 
but within normal experience (no worse than ~4 hours).

	Ground station times match S/C times for all 4 contacts.

	No Battery cell balancing.

	The sun-pointing maneuver this orbit is inertial burn. 
Ibex_rotate says we are pointing in safe directions at burn time, at 
the following 15 Re ascending, and at the following 15 Re descending
