[Isocops] IBEX Orbit# 113 SSR_Dump Contact @ 0215 UTC

Guys,
     The SSR_Dump contact with USN/HAW01 @ 0215 UTC was successful for
command/telemetry.
Three CME eruptions were expected 13-17 Feb 11.  Currently the spacecrat is
nominal.

1. CAR# 441 Upload Orbit# 115 ATS
      IBEX_2011_056_00_00_v001.scr (695-758)
2. reset_master_timer.scr
3. SSR_Dump.scr (new)
4. @FTG_DumpBackOrbit (from start,0,0,0,0)
5. @0214 ebno=9.09 - 10.69 dbm (320ksps)
6. @0251 ebno=11.05 - 12.00 dbm (320ksps)
7. VC counts with 0 errors reported
       VC0=1163 / 0
       VC1=1320 / 0
       VC2=18657/ 0
