All,
	Starting 07-Feb, rebuilding the /gbc tree is failing in isoc. Help?

	The ephem check failed along-track on 08-Feb, for 05-March. 
AD has supplied a variance file and the variance is at a peak then, 
but only ~100 km along track (vs. the fail value of 157 km 
difference). We should keep our eyes on this. Chelle pointed out that 
we just had a bunch of bad Doppler passes, which probably explains it.
