[Isocops] IBEX Orbit# 151 ATS (29 Dec 11 - 7 Jan 12)

We need to get in the commands to set the long eclipse flag, per my email
following the telecon last week:

Set long eclipse flag to TRUE at 07:24 on Jan 7
Set long eclipse flag to FALSE at 12:00 on Jan 7

That should take care of the constraint violation (or, if it doesn't, it's
because the constraint checker doesn't recognize the effect of the long
eclipse flag).

The maneuver time looks fine - it's after the eclipse period and after the
long eclipse flag has been turned off.
