[Isocops] IBEX Goat Herder 23 Aug 11

[Ibex Mission Operations]

The tracking contact @ 1940 failed because of an antenna null.

All future contacts will be re-evaluated and changed if possible to avoid
future problems

The SSR_Dump contact was successful along with the perigee inertial
maneuver.

We also re-dumped the 610 SSR Blocks from Orbit # 134 and uploaded Orbit#
138 ATS
