[Isocops] IBEX Orbit# 136a ATS v001 - approve.

All,
I have looked at the Orbit 136a ATS v001

IBEX_2011_226_o0136a_v001.txt

and I approve.

	No constraint violations.

The PL commands in the ATS v001 match the STF v001 file

IBEX_2011_225_o0136a_v001.stf

per Ken's script (Thanks, Ken!).

PL ascending and descending operations make sense with
respect to 15 Re ascending, Apogee, and 15 Re descending times from

IBEX_2011_226_o0136a_v001.oef

Moon in -Lo FOV PMT setback commands are a little strange
again. The .oef says we need them

2011-08-16T10:28:51.710Z - 2011-08-17T05:07:31.653Z

	The STF has them

2011/08:17:02:04:55 - 2011/08:17:20:51:31

which periods overlap, but are not concentric or identical.
In any case, I think the danger to -Lo is small from having Moon in
FOV.

No ground station contact times sent; commands in ATS look OK
assuming the ground contact times match.

Battery cell balancing Cycle looks OK, > 1 hour from anything
(in a star tracker outage, but that is not relevant).

Sun Acq maneuver at the end of orbit 135 left us pointing in
a safe direction for ascending and descending macros during first
half of orbit (even safer than the usual inertial maneuver):
