[Isocops] Razor, Checklist Rev 4 & Approve : IBEX Orbit# 124 ATS (5-13 May 11)

This is out too late again. Tim, Sheral, please open up a razor for 'Late delivery of ATSs'. Until now we have been on an informal delivery schedule but we need to formalize this process. We can use the meeting to define exactly when the ATSs are due out to the team for approval.
 
Rev 4 of the command approval checklist is attached. It adds a check for TRUE & FALSE battery cell balancing commands as well as a few other minor edits.
