[Isocops] V002 of the IBEX Orbit# 96 ATS (3 Oct - 12 Oct 10) - approve

All,
I have looked at v002 of the Orbit 96 ATS, and I approve.
Ken reports the ATS matches the STF, excepting some
differences in new-line characters.
Constraint violations with v001 (too-long contact time,
corrected in v002) and PL state not known (happens a lot these days,
I'm ignoring that) are acceptable.
List of scheduled ground contacts not sent; I have not
checked that the SC times match the ground times, except for the
last, as described in the changed-contact email; that one does match.
The maneuver points us in a safe direction at the time of the
maneuver, and at the succeeding ascending and descending times:
