[Isocops] IBEX Orbit# 93 Apogee Contact

[Ibex Mission Operations]

Guys,
    The apogee contact @ 1100 UTC failed for command/telemetry.
The USN/HAW operator had problems loading the ground software and we
acquired the satellite 15 minutes late.
The contact was successful for doppler data
@1118 ebno= 17.76 - 18.59 dbm (2ksps)
