[Isocops] STF for Orbit 0095

All,
	talked to Nathan and got email from Chelle. We agreed that 
the -Hi gain test was intended to be in Orbit 96, not Orbit 95 (that 
matches the timecodes on the commands and Nathan's planning file, but 
disagrees with the email header).
	I've put it on my to-do list for Orbit 96, and added only the 
O-mode commands for Orbit 95. The resulting orbit 95 .stf is 
attached, and in these locations

/usr/local/IBEX/ops/SFTP/ibex/moc/Soc-Moc/stf/IBEX_2010_269_11_19_v001.stf
/usr/local/IBEX/raw/o0093/IBEX_2010_269_11_19_v001.stf
/usr/local/IBEX/work/ops/hvscistf/IBEX_2010_269_11_19_v001.stf

on ena.unh.edu, and has been placed into the

/IBEX/moc/Soc-Moc/stf

directory on the SFTP server (this might be re-done automagically later).
