[Ibex Mission Operations]

Guys,
   The tracking contact for Orbit# 92 failed for intermittent
command/telemetry.
At AOS, USN notified IBEX moc that frame sync lock was weak.
 I then changed the downlink rate to 64K and the problem continued.  The
ground station was re configured and the issue remained.
The FC was dumped with excessive errors.  VC1= 1045/275
@0800  ebno=8.94 - 9.57 dbm (320ksps
@0802  ebno=13.89 dbm (64ksps)
@0809  ebno=10.0 - 20.0 dbm (64ksps)
@0833  ebno=12.67 - 13.4 dbm (64ksps)
