[Isocops] IBEX Orbit# 94 ATS (18-26 Sept 10) - approve.

All,
	I have looked at the Orbit 94 ATS, and I approve.

	PL commands match the STF per Ken's script (thanks again) and 
take place at sensible times compared to the ascending and desceding 
times.

	Nothing else is going on during the -Lo gain test.

	Contact schedules line up between the SC and the ground scheduled time.

	There's more than an hour between maneuver/contact and start 
of battery cell balancing, and no eclipse near there.

	The maneuver points us in a safe direction at the time of the 
burn, and  at the ascending and descending times for the next orbit:

	The command set looks good to me. I'm still curious about why 
the .ccvr file declared an unknown state for the PL at the beginning 
of the orbit - this orbit seems just like all the others in that 
respect.

	Orbit 95 will have O-mode operations and an IBEX-Hi gain 
test, so stay tuned.
