[Isocops] USN/AK Failed SSR/Tracking Contact @0915 UTC

Guys,
   The SSR_Dump/Tracking contact for Orbit# 98 was a failure.  The INP2
files stopped processing at USN/AK 14 minutes prior to LOS.
