[Isocops] Re-pointing twice per orbit ATS & STF

Hi Ops Team,
 
Attached is a first cut at what the ATS & STF files will look like with 2 re-pointing maneuvers per orbit; one at perigee & one at apogee. Many of the header comments in the STF were cut out.
 
Version 1 ATS & STF are a pair 
- this changes the current asc & desc commands slightly to remove the CEU MODE transition between the Hi & Lo ramping
 
Version 2 ATS & STF are a pair 
- this is the current asc & desc commanding setup (8 extra commands due to CEU MODE transitions between Hi & Lo ramping)
 
Inital comments:
1) The STF will need to read in the OEF to get the apogee Maneuver Start Time so it can set up the apogee ASC & DESC times
2) The format assumes pointing towards a target vector (inertial precession using Star Tracker for pointing)
3) The science team needs to decide on pointing; do we want to point at a target vector or just do a sun-pointing maneuver at 10Re desc & apogee
4) The v001 ATS is the minimum amount of commands for an orbit with 2 inertial precession maneuvers : 69 commands   (v002 min is 77 commands)
5) The command loads do not include the following common additions :
   a. Battery Cell Balancing at perigee - 2 commands
   b. Moon in Lo FOV - 4 commands
   c. Additional contacts - 5 commands
   d. Oxygen Mode - 7 commands
   e. Any offline special operation
