[Isocops] IBEX Orbit# 100 ATS (3 Nov - 11 Nov 10) - approve

All,
I have looked at the Orbit 100 ATS, and I approve.
The only constraint violation is the standard PL mode unknown
during perigee.
PL commands appear (hand-checked) to match the v002 STF which
Ken did (thanks Ken!) and look like a good match for the .oef in
terms of when the Ascending and descending macros take place.
No Moon-in-FOV periods.
O-mode commands also look good.
Transmitter on-times match the ground station contact times correctly.
Battery cell balancing is an hour from everything.
Sun-pointing maneuver leaves us in a safe direction at the
time of the maneuver and at the succeeding ascent and descent:
