[Isocops] Orbit# 97 SSR_Dump/Tracking Contact

Guys,
    The contact @ 2355 UTC was successful.  The SSR was dumped with no
errors VC2=23022/0 and the ATS for Orbit# 99 was uploaded along with
commands
for the Star Tracker Image Dump contact in Orbit # 98.
