[Isocops] IBEX Orbit# 98 ATS (19 Oct - 26 Oct 10) - approve

All,
	I have looked at the Orbit 98 ATS 
(IBEX_2010_292_00_00_v001.txt), and I approve.

	The only constraint violation is the PL mode unknown 
violation that we get every time.

	Ken's script reports the PL commands are as in the STF v002. 
PL operations all make sense WRT 15 Re times (given the existing 
offset in ephemerides, yes I need to check that Real Soon Now).

	Transmitter on times line up with the ground station contact times.

	Battery cell balancing takes place more than an hour after 
last contact and more than an hour before the next event.

	The sun-pointing maneuver leaves us in a safe direction at 
the time of the maneuver and at the succeeding ascent and descent:
