[Isocops] IBEX CEU SOH check for Orbits 92-95

IBEX instrument teams,
3 orbits behind, I think.
For Orbit 92:
IBEX-Lo LV Volt Monitor and IBEX-Lo TOF Positive 6V Volt Monitor show
some interesting structure. Both stay within limits,but one goes down
at the same time the other goes up, around day 5 in the orbit. This
doesn't exactly align with the apogee contact and persists for about
12 hours anyway. Positive 12V CEU switch current also shows similar
structure.
For Orbit 93:
About day 6.5, IBEX-Hi CEM Back Count goes above yellow limit. No big deal.
For Orbit 94:
Twice during day 6, IBEX-HI CEM Back Count goes above yellow limit.
No big deal. IBEX-HI Positive Collimator Current goes off-scale at
turn-on.
IBEX-HI ESA Voltage goes to 0 several times during the last half of
Day 7. (This looks to be simultaneous with the IBEX-Lo Gain test. Is
it caused by transitions from HVSCI to HVENG?)
IBEX-Lo MCP Current Monitor, IBEX-Lo MCP Volt Monitor, IBEX-Lo TOF
MCP Current Monitor, IBEX-Lo TOF MCP Volt Monitor, and MCP Voltage
Setting nicely reflect the gain test. (You can maybe see it just a
bit in Positive 12V CEU Switch Current.)
IBEX-Lo PAC Current Monitor briefly exceeds yellow limit at turn-on.
For Orbit 95 (1st pass, ratty data):
Hi-CEM-1-I briefly exceeds yellow limit at turn-on.
Almost at the end of the orbit, IBEX-HI ESA Voltage goes to 0
briefly. (Is this associated with the HVENG-HVISCI transition at the
end of O-mode?)
IBEX-Lo PAC Current Monitor briefly exceeds yellow limit at turn-on.
Else, everything looks nominal.
