[Isocops] IBEX Orbit# 97 ATS (11 Oct - 20 Oct 10) - approve

All,
	I have looked at the orbit 97 ATS 
(IBEX_2010_284_00_00_v001.scr), and I approve.

	There is one constraint violation, which is just the routine 
"PL configuration unknown" that we have been seeing for the last few 
orbits.

	PL commanding appears (hand-checked) to match v003 of the 
.STF, and happen at reasonable times according to the .OEF.

	I have not checked contact times; I have completely lost 
track of the ground contact schedule.

	Battery balancing is an hour from everything.

	The inertial pointing maneuver points us in a safe direction 
at the time of the maneuver and at the succeeding ascent and descent:
