[Ibex Mission Operations]

The contact with USN/HAW on 18 Nov @ 0830 UTC was successful for
command/telemetry and doppler

The ATS  for Orbit# 103 and the APL contact on 19 Nov 10 was uploaded and
the SSR dumped with (0) errors

The full Goat Herder will be sent tomorrow with Target Vectors after
processing the real time data from APL
