Guys,
     I have attached the ATS from Orbit# 101 with a few command changes.
We would like to change the downlink rates during the contact to see if we
can get data rates higher than predicted.
The first 20 minutes of the contact will be used for doppler/tracking data
Please review the ATS and let me know if this is okay.  Commands already
onboard the spacecraft have been commented out.
