[Isocops] [Ibexops] IBEX USAK Contact DOY 314 @ 0635 UTC

Good morning everyone,

It appears that there was some issue with the USAK contact last night, and
there were no UTDF tracking files created. Dan Hobel is aware of this
problem and said he will look into it, but in the mean time this pass should
be considered failed for tracking.
