[Isocops] IBEX Orbit# 102 ATS

All,
	I have looked at the Orbit 102 ATS v001 
(IBEX_2010_322_00_00_v001.txt) and I approve.

	The standard "PL mode unknown at the beginning" constraint 
violation is the only one.

	The PL commands appear to match the second of two STF v001 
files (IBEX_2010_322_20_40_v001.stf). PL operations all make sense 
WRT 15 Re times, ascending and descending. Short and Forecast .oefs 
match nicely.

	No ground station contact times included, but the transmitter 
on times make sense on their own.

	Battery cell balancing is 1 hour from everything.

	The sun-pointing maneuver leaves us in a safe direction at 
the succeeding ascent and descent and at time of the maneuver:
