[Isocops] IBEX Orbit# 101 ATS V002

All,
	I have looked at the Orbit 101 ATS v002 
(IBEX_2010_314_00_00_v002.txt) and I approve

	The standard "PL state not known at the beginning" constraint 
violation is the only one.

	Ken's script (thanks!) reports the PL commands are as in the 
STF v003 (the correct one). PL operations all make sense WRT 15 Re 
times, ascending and descending.

	-Lo Star sensor set-backs match the moon-in-FOV times really 
really well. Thank you, thank you very much.

	Transmitter on times line up with all 4 ground station contact times.

	Battery cell balancing is 12 hours from everything.

	The sun-pointing maneuver leaves us in a safe direction at 
the succeeding ascent and descent and at time of the maneuver:
