Chelle et al,
Version 3 of the Orbit 83 .STF. Pending approval by you,
Nathan, Hi and Lo team representatives, I think this is the correct
file to use.
Differences from Version 2 include:
1) added comments describing the sun-angles expected at various times
including the sun-point maneuver, apogee, and descending macro time
(as given later in the commands).
2) Commented out the PMT commands to return the PMT to operational
state, since they should originally have occurred at a time later
than the new descending macro time. This is per our discussion in the
SOC telecon.

Approval needed at your earliest convenience. Please send to
me and Chelle. When Chelle hears the last approval, she should
(please) put the file onto the SFTP site for Orbital Ops use.
