[Isocops] O-mode

Hi All

These are some quick notes about the O-mode from Geoff. 
We are going to run an O-mode in o0083 and will need to break out 
data products.

There is some minimal support for o-mode.

There is a configuration area ($IBEX_OPS/config/idsup/o-mode)
which needs to be maintained in concert with LUT updates and
O-Mode commanding, and as long as you confine yourself to *one*
O-Mode configuration per orbit should suffice to get the events
unpacked and separated properly into the 8 normal meta event lists
and up to four additional ones: 1-8 and A-D, where the meaning of
A-D is controlled by the configuration files.

None of these files are handled by any of the quick-look plots
