[Isocops] [Ibexops] IBEX USHI Contact DOY 186 @ 0755 UTC

The USHI tracking contact today at 0755 UTC provided good Doppler throughout
the contact.  We also received good angle measurements for the first half of
the contact.  Consistency tests passed and this contact was successful for
