[Isocops] IBEX Orbit# 108 STF

Sheral et al,
	I have looked over the STF v001 for Orbit 108, which is at

/ibex/moc/Soc-Moc/stf/IBEX_2011_003_16_53_v001.stf

	on the SFTP site. It looks good to me. Ascent and Descent 
times match the .oef from Orbit 106 reasonably well,

IBEX_2010_Orbit106_v001.oef

	No O-Mode commanding, so I think this is good to go for the ATS.
