[Isocops] IBEX Orbit# 107 STF

Sheral et al,
	I have looked over the STF v001 for Orbit 107, which is at

/ibex/moc/Soc-Moc/stf/IBEX_2010_361_01_04_v001.stf

	on the SFTP site. It looks good to me. Ascent and Descent 
times match the .oef from last orbit,

IBEX_2010_Orbit106_v001.oef

	and the -Lo PMT set-back commands are centered with the oef 
moon-in-lo-FOV (which is ~3 hours wider on start and on stop). No 
O-Mode commanding until orbit 110, so I think this is good to go for 
the ATS.
