[Isocops] ID-Base2

Hi All

There have been some small but important changes recently. It was noticed that the maps had an offset in orbit 76.  and 54, which Ken and Bob corrected. We are still trying to understand the exact nature of the problem, which is likely related to an offset in the quaternions. The new corrected data is in 

id-bas2 

as opposed to 

id-base

We will continue to run id-bas2 in parallel with id-base until we decide to fold the two together into a final data set.
