[Esri] New licenses

This years contract is clear with ESRI.  I'm going to be requesting and 
processing the 70 or so licenses that we have.  I expect to get the new ones 
out to users on Monday.

I'll be out of the office on Thursday and figured this was the easiest way to 
answer all the questions that might come in.
