[Crater-team] CRaTER update: 10/28 event & data connection

CRaTER folks,

Data from the 10/28 particle event continues to come in haphazardly.  As 
of this morning there are data gaps going back to day 302 (Oct 29) due 
to the as-yet unresolved data connection issue between Goddard and UNH.  
Mark Maciolek is continuing to work with Khary Johnson at Goddard to 
understand the problem, and they may be narrowing in on a solution.

Based on their discussion so far, my best guess is that new network 
security measures at UNH are preventing bursts of multiple connections 
from outside servers, and that this unusual flood of post-particle event 
files from Goddard is finally large enough to trigger temporary address 
lock-outs.  This is not an official diagnosis, however, as Mark is not 
yet convinced.  Nonetheless, it may be something for other projects to 
be aware of.
