[Crater-team] CRaTER data connection FIXED and VERIFIED

CRaTER folks,

The Goddard --> UNH CRaTER data connection has finally been fixed and 
successfully tested with a large data transfer from Goddard. The fix 
required multiple tests, culminating in the UNH-System-wide IT people 
removing more than one new network security measure between our secure 
sever and Goddard's data-transmitting server.

Barring any new security measures sneaking in, this should result in 
timely and complete file transmissions from Goddard to UNH following 
future SEP events.

It's a CRaTER Christmas miracle!
