The only constraint violation in

is related to the eclipse and is expected.
The PL commands in the v001 ATS match those in the v003 STF,
IBEX_2016_047_o0317a_v003.stf
except that the ATS has an SSR_DUMP_NEW command. This is expected as APL is being used for the dump pass.
Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF,
IBEX_2016_047_o0317a_v001.oef,
and as verified with ibex_orbit.
There is one star tracker outage. It starts 7 hours after apogee and runs for 3+ days. Some despinning may be required due to this outage.
There is one moon in Lo FOV session in arc A. The ATS and OEF start times are the same and the ATS end time is 2 hours before that in the OEF. This difference is not unusual.
The ground station command sequences are correct and the timing and bit rates match those in the contacts file,
IBEX_Orbit317_Contacts.txt,
for all contacts (3).
There is an eclipse near perigee and the LE flag set and unset commands follow Ryan's recommendations and are offset by enough time from other commands.
The inertial maneuver at perigee of orbit 316 left us pointing in safe directions for the orbit 317 arc A ascending and descending sequences:
